John B. Redden Jr, P.E.

John B. Redden Jr., P.E. is the County Engineer for Somerset County. In this role, Mr. Redden assists all County Departments with their engineering, surveying and architectural needs. Engineering projects involve construction/site plan review, administration of the stormwater management program, development of construction guidelines, administration of large public works contracts, design of small public works projects, compliance with State and Federal environmental regulations and preparation of cost estimates. Surveying projects involve property surveys, plat preparation, topographic surveys, easement plats and construction stakeout. Architectural projects involve the design of buildings involving the structural, electrical, plumbing, HVAC, elevator, fire safety, landscaping and ADA aspects. Special projects include airport improvements, broadband expansion, hazard mitigation, safe routes to schools, water & sewer plans, ADA improvements and hiker/biker paths.

He holds a Bachelor of Science degree in Physical Science from Salisbury University and a Bachelor of Science Degree in Civil Engineering from the University of Maryland at College Park. Mr. Redden is a licensed Professional Engineer in Maryland and has over thirty-seven years of engineering experience. He worked for the St. Mary’s County Public Works Department for three years, the Wicomico County Public Works Department for twenty-nine years and the Somerset County Public Works Department for five years. Mr. Redden is proud to support the civil engineering profession. In addition to being an active member of the American Society of Civil Engineers, he is a member of the American Public Works Association and a past president of the County Engineers Association of Maryland.

Mr. Redden enjoys travelling with friends and family hoping to visit all fifty states. He serves on his church board, finance committee and hospitality team. He has volunteered in his community through the Jaycees and coached for local athletic programs for over twenty-five years. Mr. Redden supports his Terrapins, Seagulls, Orioles and Ravens as a member of the alumni association and Terrapin Club while frequently attending athletic events.

Joshua J. Taylor, P.E. is an Associate and Senior Engineer at Davis, Bowen & Friedel, Inc. (DBF) and has 23 years of experience providing municipal infrastructure engineering services to various clients in both Maryland and Delaware. These services have included on-call engineering services, planning, preliminary engineering evaluations, project design, permitting, construction administration, and field inspection. Mr. Taylor manages the Municipal Engineering Department for DBF’s Salisbury Office, where his areas of expertise include wastewater collection, conveyance and disposal systems; water supply, treatment, storage and distribution systems; roadway design and stormwater collection systems.

Mr. Taylor has a Bachelor of Applied Sciences in Engineering Technology from the University of Delaware and is a registered Professional Engineer in MD & DE. He is also a registered Class B & C On-site Wastewater Treatment System Designer and Class H System Inspector in DE, and a Certified On-site System Inspector in MD. He is a member of ASCE-ESB, DAPE, DOWRA, MOWPA, and NOWRA. Mr. Taylor currently serves as the Treasurer for the ASCE Maryland Section - Eastern Shore Branch.


Mr. Taylor currently lives in Delmar, DE with his wife Lindsay, their four children, and 3 dogs. He is active in local community service through his positions at Parkway Church in Salisbury, on the Church Council, Missions Team, and Facilities Management Board. He is also very active with third-world missions as Team Leader for Team Guatemala: Hope Rising, traveling annually to Central America since 2008 to work on construction projects in one of the poorest regions of Guatemala.

Paul B. Mauser, P.E. is the City Engineer for the Town of Ocean City, Maryland – working with Public Works Staff to oversee and assist in developing civil engineering projects in the work categories of: Marine & Bulkheads, Transportation, Street Reconstruction & Utility Work, Water & WW, Building Construction, and Site Work.

Paul is a Professional Engineer, graduate of the University of Delaware, and received an MBA from Salisbury University (MBA). Paul is a former ASCE President of the local Younger Member Group, has served on the ASCE Eastern Shore Branch since 2018, and is the President of Ocean City’s Bicycle & Pedestrian Advisory Committee (BPAC) since its inception in 2018.


Paul is fortunate to be a lifelong resident of the Eastern Shore, is a strong willed ESTJ personality type, and engages in many challenging hobbies.

Amanda H. Pollack, P.E. is a Water Resources Engineer at the Center for Watershed Protection and has over 26 years of engineering experience. Prior to joining the Center, she was in consulting engineering for 16 years and municipal engineering at the City of Salisbury, Maryland for 10 years. Ms. Pollack was the Director of the Infrastructure and Development Department for the City of Salisbury. As the City Engineer, she oversaw the Planning, Engineering, Surveying, CAD, Stormwater Management, Construction Inspection and Building Permitting divisions of the City. She managed the City’s MS4 Stormwater program and implemented the City’s Stormwater Utility. Ms. Pollack has experience in water/wastewater/stormwater design, project management, grant writing and administration, and construction administration. She holds a Bachelor of Science degree in Civil Engineering from Lehigh University and is a licensed Professional Engineer in Maryland. Ms. Pollack is currently the Chair of the Wicomico County Board of Education School Building Commission.

Robert Kane, P.E. is a Branch Manager of McCrone Engineering’s Salisbury location. He has 21 years of experience in Civil Site Design Engineering, with a total combined 29 years of overall engineering experience. Currently, Mr. Kane is primarily responsible for the management of staff in the production of engineering plans, technical specifications and other reports and analyses. His specialties include water resources, site and road design, sediment and erosion, FEMA compliance, permit acquisition, municipal project support and fire protection for both public and private projects.

Mr. Kane obtained his Bachelor of Science in Civil Engineering degree from the New Jersey Institute of Technology located in Newark, N.J. He is currently licensed as a Professional Engineer in the States of Maryland, Delaware, Virginia, and New Jersey. Mr. Kane holds a Certification of Responsible Personnel in Erosion and Sediment Control from MDE and is currently a candidate for Ocean Pines Area Water and Wastewater Advisory Board Member.

Mr. Kane resides in Ocean Pines, Maryland with his wife and three boys. On his off time, he enjoys spending time with his family, home improvement projects, auto mechanics and fishing.

Ryan C. Ward, P.E. is a civil and geotechnical engineer who served as both Staff Engineer and Project Level Engineer at Hillis-Carnes Engineering Associates from 2014 to 2021. In 2022, he and his business partner started Stable Ground In-Situ; a new company focused on providing the best soils data and consulting. His 9 years of experience includes advanced in-situ testing; settlement estimation; and bearing capacity evaluation for an array of commercial, governmental, industrial, and residential projects throughout the Mid-Atlantic region and North East. Mr. Ward received a Bachelor of Science in mining engineering from Virginia Tech in 2013 and completed a Master of Science in engineering with a geostructural emphasis in 2019 from University of Wisconsin-Platteville. He is an active member of the ASCE Maryland Eastern Shore Branch and serves as the president of the branch’s Younger Members Group.

Ryan Ward works at Hillis-Carnes Engineering Associates where he has been a staff Geotechnical Engineer since 2014. His focus and experience includes advanced in-situ testing, settlement estimation and bearing capacity evaluation for an array of commercial, governmental, industrial and residential projects throughout the Mid-Atlantic region. Ryan received his Bachelor of Science in Mining Engineering from Virginia Tech in 2013 and completed a Master’s of Science in Engineering with a geostructural emphasis in 2019. He has been an active member of the ASCE Maryland Eastern Shore branch since beginning with Hillis-Carnes Salisbury in 2014.

JONATHAN R. SOISTMAN, E.I.T. is a Graduate Engineer at George, Miles & Buhr, LLC. (GMB) in Salisbury, MD. He has 5+ years of land development and stormwater management experience, providing services to clients in Maryland, Delaware, and Virginia. These services include storm drain network design, Best Management Practice (BMP) design for stormwater quantity and quality treatment, road design, mass grading, and site layout/design. Jonathan has a Bachelor of Science in Civil Engineering from Virginia Polytechnic Institute & State University (Virginia Tech). Originally from Carroll County, Maryland, he currently lives in Salisbury with his fiancée and dog. His favorite hobbies include golfing, fishing, and developing a sports-related podcast with his college roommate. Jonathan has been a member of ASCE since 2015 and an active member of the ASCE Maryland Eastern Shore Younger Member Group (YMG) since 2017.

CHRISTOPHER S. CLASING, E.I.T. is a Civil Engineer with the Wicomico County Department of Public Works- Engineering Division. His typical workload consists of stormwater management compliance reviews and infrastructure project management, including but not limited to the following projects: River Dredging, Storm Drain Design, Water and Sewer Planning, Permitting & Inspections, Shoreline Abatement, and Dam Rehabilitations.

Chris graduated from the University of Delaware where he earned a Bachelor of Science in Civil Engineering in 2015. He has been an active member of the ASCE Maryland Eastern Shore Branch (since 2016) and is currently an active member of the County Engineers Association of Maryland. Originally from the Baltimore area, Chris is now a resident of Fenwick Island, DE where he spends much of his free time boating and fishing in Maryland and Delaware’s Coastal Bays.

Chester (Ches) is a Civil Engineer with Davis, Bowen & Friedel, Inc. in Salisbury, MD. He has 2+ years of experience in Stormwater Management, ESC practices, and overall Land Development, in Delaware and Maryland. His services include, but are not limited to, stormwater design, BMP design, fine grading, Erosion & Sediment Control, and site design with a proficiency in AutoCAD. Ches graduated from the University of Delaware with a Bachelor of Science in Civil Engineering in May 2017. Born and raised in Sussex County, Delaware, he currently resides in Ocean View, only a few miles from where he grew up. His hobbies include golfing, boating, playing basketball, and playing guitar. Ches plans to eventually become a P.E., and to provide Engineering assistance to clients all over the Eastern Shore.

Paul B. Mauser, P.E. is the Engineering Manager for the Town of Ocean City, Maryland and his typical project load is consistent with working on a coastal barrier island and includes managing or supporting projects such as: Canal Dredging, Bulkheads, Beach Renourishment, Dune Maintenance, Coastal Resilience, and Storm Drain Infrastructure. Paul also manages the design review of private utility installations, completes design of Town Bike Routes, manages some building construction, assists with annual street paving design, and recently managed the construction of the new 64th Street Boat Ramp project.

Paul is a Professional Engineer (PE), 2006 graduate of the University of Delaware (BS Engineering Technology), 2011 graduate of Salisbury University (MBA), 2017 – 2019 Younger Member Group ASCE President, and 2018 – 2020 President of Ocean City’s Bicycle & Pedestrian Advisory Committee (BPAC).
